That's right... Seven people hold keys to the internet.
Each of those keys contains a separate string of the boot code. In the event that the internet goes belly up; at least five of those seven people would need to convene at an undisclosed location in the US to save the planet. It is believed that three of those people are Bruce Willis, Milla Jovovich and Ian Holm.
